Oscar Pistorius of South Africa had hoped to be allowed to race in the Olympics, but the International Association of Athletics Federations, track and field's governing body, ruled Monday that he is ineligible. Pistorius holds the world record in three Paralympics events. Although his fastest times do not meet Olympic qualifying standards for individual events, he potentially could have competed on a relay team. (The lower B standard is for countries that enter only one athlete.)
