Lawmakers approved spending plans yesterday for the budget year that begins July 1. Here are key differences:
Taxes
¿ Senate increases the gasoline tax by 5 cents over five years.
¿ No general tax increase in the House proposal.
Rainy day fund
¿ Senate withdraws $423 million.
¿ House withdraws $220 million.
Salaries
¿ Senate gives teachers 2.5 percent raises in December 2009 and state employees 2.5 percent in November 2010.
¿ House gives state employees and teachers 2 percent raises this fall.
Public schools
¿ Senate retains $38 million of Gov. Timothy M. Kaine's proposed pre-kindergarten program expansion.
