About 1,000 lawsuits filed by citizen whistle-blowers are under seal at the Justice Department. The actions, known as "qui tam" suits, are filed under a provision of the False Claims Act that allows private individuals to sue on behalf of the government as well as themselves. They remain sealed until the Justice Department decides whether to take them up. The breakdown:
