States That Want to Just Say No

One more challenge for the Postal Service: people who just say no. Unlike the national "do not call" registry, the "do not mail" effort is developing state by state. Below are states that recently introduced legislation to block some of the estimated 19 billion catalogues and other unwanted mail sent each year. In some cases, the efforts have fizzled after lobbying by state business groups and direct mail advocates, and legislation has been withdrawn or postponed. Many of the bills introduced last year carried over to the 2008 sessions.
