Highlights of the settlement proposed by Virginia officials to the families of the Virginia Tech shooting victims:

This Story

• $100,000 to each of the families of the 32 people killed.

• Families could not sue the state.

• The wounded could receive up to $100,000 each, depending on their injuries.

• The state would pay for families' legal expenses and would contribute to charities or colleges on behalf of the victims.

• The state would create several funds to help pay for medical expenses for the victims or their relatives.

• Gov. Timothy M. Kaine (D) would meet with victims and relatives three times in the remaining two years before he leaves office to review actions and discuss concerns.

• Senior Virginia Tech officials, including President Charles W. Steger and Police Chief Wendell Flinchum, would meet with families within six months of the settlement.
