In a statement, Kaine said he will order state flags flown at half-staff for the day and asked for a statewide moment of silence at noon followed by a tolling of bells.

Kaine will attend a university convocation at 10:30 a.m. Wednesday on the school's drill field.

The convocation webcast information and a list of other events is at http://www.remembrance.vt.edu.
