Here is the history of the revocation of Hilltop Fleet Services' automobile inspection license, and the issuance of a new license following the involvement of Gov. Martin O'Malley's office:
August 2002: State police suspend on an emergency basis the license of Hilltop Fleet Services after an investigation concludes it is issuing certificates for far more safety inspections than it could possibly conduct.
October 2002: State police propose revoking Hilltop's license.
May 2003: An administrative law judge recommends upholding revocation against Hilltop.
February 2004: State police formally revoke Hilltop's license.
December 2004: Prince George's County Circuit Court upholds the revocation.
March 2005: Hilltop applies for a new license.
July 2005: State police deny Hilltop's application.
November 2005: Hilltop applies again for a license.
January 2006: State police deny Hilltop's second application.
February 2007: Hilltop applies a third time for a license.
April 2007: A state police review board recommends denying the application, but Col. Thomas E. Hutchins, superintendent of state police, offers Hilltop the possibility of a six-month trial license, according to police records.
