AIRLINES

AirTran to Fly BWI-Puerto Rico

AirTran Airways said it will add nonstop flights between Baltimore-Washington International Marshall Airport and San Juan, Puerto Rico, effective Dec. 20.

The carrier will also offer a second daily flight between Orlando and San Juan beginning Nov. 2 and a second daily flight between Atlanta and San Juan starting Dec. 18.

CONTRACTING

DynCorp Wins Iraq Training Work

DynCorp International won a $545.7 million contract from the State Department to continue police training in Iraq.

Under the terms of the 22-month contract, DynCorp, of Falls Church, is to recruit more than 800 civilian police advisers to help train the Iraqi Police Service, the Ministry of Interior and the Department of Border Enforcement, the company said in a statement.

Lockheed Gets CDC Award

Lockheed Martin said it was awarded a contract valued at more than $24 million to provide information technology services to the Centers for Disease Control and Prevention.

Under the contract, which has one base year and three option years, Lockheed, of Bethesda, will provide IT services to the government agency's Coordinating Office for Terrorism Preparedness and Emergency Response in Atlanta.

Navy Deal for General Dynamics

A unit of General Dynamics, a Falls Church company, received a $13.7 million Navy contract for ship alterations on the Ohio-class submarine.

The deal, awarded to Electric Boat of Groton, Conn., will include work on the submarines' ballistic missile program and attack weapons systems.

FINANCE

Allied Capital Raises $193 Million

Allied Capital, a D.C. investor and lender to middle-market businesses, said it raised $193 million through the private placement of unsecured debt.

Allied issued $140.5 million in five-year notes that have a fixed interest rate of 7.82 percent. It issued $52.5 million more of seven-year notes that have a fixed rate of 8.14 percent. The proceeds will be used to repay an outstanding revolving line of credit and to fund new portfolio investments, Allied said.

'Naked Cowboy' Cleared to Sue Mars

A Times Square entertainer who wears little enough to justify the name "the Naked Cowboy" can continue a lawsuit he brought against McLean-based Mars, a judge ruled.

A federal judge stripped some of Robert Burck's claims that a blue M&M wearing a white cowboy hat, cowboy boots and underpants violated his trademarks. The judge left intact one strand of the lawsuit, saying Burck might be able to prove that Mars, which makes M&Ms, unfairly gave the impression that Burck endorsed its advertising campaign. Mars said the ad campaign was a parody and protected by the First Amendment.
