Streets around the World Bank headquarters in Northwest Washington have reopened after being shut down earlier today when a man there falsely claimed to have explosives in his backpack, D.C. police said.

The man made threats, but his bag was found not to have any explosives, officials said. He was arrested on the scene. Authorities investigated a liquid he had in his bag and determined it was not hazardous, officials said.

During the incident, people inside the World Bank building were not permitted to leave.

The streets that were closed at about 1:45 p.m. included Pennsylvania Avenue between 17th and 19th streets, as well as 18th Street between Pennsylvania and F Street. They were reopened shortly after 4 p.m.
