Outfielder Lastings Milledge, out since June 28 because of a groin injury, will begin a rehab assignment today by joining the Nationals' rookie league affiliate in the Gulf Coast League. . . . OF Wily Mo Peña will have surgery on his left shoulder performed Tuesday by Cincinnati-based orthopedist Tim Kremchek, Manager Manny Acta said. Peña has a small tear and impingement in his rotator cuff and a fraying of the labrum.
