A former federal government lawyer from Gaithersburg has been arrested on charges of making threats against Sen. Hillary Rodham Clinton (D), Maryland Gov. Martin O'Malley (D) and U.S. Sen. Barbara A. Mikulski (D-Md.).

Maryland State Police said James A. Frost, 64, of the 100 block of Billingsgate Lane listed the politicians as "potential targets," along with other people. State police Sgt. Melanie Bowling said she did not have any details of the alleged threats except that they were contained in letters.

State police, who are handling the investigation because the alleged threats involve the Maryland governor, said they were preparing to serve a search warrant at Frost's home yesterday.

Frost, whom court records identify as a former lawyer for the U.S. Department of Veterans Affairs, was arrested Wednesday and was being held yesterday in the Montgomery jail in lieu of $50,000 bail. He was expected to have a bond hearing today.

Maryland court records show that Montgomery prosecutors dropped a separate threat charge and a resisting arrest charge Friday. In that case, a Montgomery sheriff's sergeant said Frost threatened Montgomery Circuit Court Administrative Judge Ann S. Harrington.

The sergeant said Frost told deputies that "Judge Harrington will regret this" as they arrested him in May on a Washington County warrant charging him with second-degree assault and a fourth-degree sex offense, according to charging documents.

Reginald Bours, Frost's attorney in other cases, said he could not comment on the most recent threat allegations because he had not seen the charging documents. Bours said he had spoken by phone with Frost, who was in jail, but had not been hired to represent him in this case.

Bours, who is representing Frost in the Washington County case, declined to comment on sexual touching charges against Frost except to say they were scheduled for trial in September.

Frost's wife of 13 years, Ana Frost, 61, filed for divorce last summer, according to court records. Ana Frost told a judge last month that her husband has a history of mental illness, according to court records.
