In this shaky back-to-school shopping season, stocks of discount retailers are the big winners. Top gainers are BJ's Wholesale Club, up 36 percent over the past year; Wal-Mart Stores, up 29 percent; and Fred's, up 27 percent. Not all discounters are sharing the ride. Target, which announced July sales that were lower than expected, is off 21 percent. And as shoppers watch spending, specialty apparel retailers are struggling -- shares of 19 of 25 such chains, including such well-known names as Limited Brands, are down.
