A 34-year-old Southeast Washington man was jailed without bond yesterday after an incident last month in which he allegedly argued with a woman over a double-parked car and shot the woman's husband in the head when he intervened in the dispute.

Ronald Wynn Jr., a Metrobus driver who was off duty when the July 28 shooting occurred, was arrested Tuesday and charged with second-degree murder while armed. D.C. police said the victim, Daniel Clark, 28, was shot once outside his residence in the 3100 block of Buena Vista Terrace SE and died seven hours later.

Authorities said the dispute began after Wynn parked a silver Cadillac in the middle of Buena Vista Terrace, abreast of vehicles at the curb, and Clark's wife said something to him about it. It was shortly after 7 p.m. when the two argued, authorities said, adding that Wynn pushed the woman.

When Clark stepped in to defend his wife, Wynn shot him once in the head and drove away, according to an affidavit filed by police in D.C. Superior Court.

"This was a sudden and vicious attack," Assistant U.S. Attorney Sam Ramer told Magistrate Judge Michael McCarthy. "Mr. Wynn left the scene and hid the evidence in his home, and he has been on the run since the shooting."

Wynn has worked for Metro for seven months, according to court papers filed by the government. McCarthy ordered him held at the D.C. jail until a bond hearing Sept. 9.

Court records show that Wynn has been arrested before, including on a drug charge in 1985 and on a charge of carrying a dangerous weapon in 1991. The outcome of those cases was unclear yesterday.

According to the affidavit, witnesses noted the license plate number of the Cadillac, which is registered to a woman, and police traced it to her apartment in the 3000 block of 30th Street SE, a block from the crime scene. The woman said that Wynn, an acquaintance, usually drove the car and that he often stayed in the apartment.

Police found Wynn's Metro ID card in the apartment along with a loaded magazine for a semiautomatic pistol and a torn white T-shirt stained with what appeared to be blood, according to the affidavit. It says a tape from a security camera in the building shows a shirtless man running in the hall outside the apartment, holding a white T-shirt, a few minutes after the shooting. The man entered the apartment and left quickly.

Comparing "this view to the known photo of the defendant, it appears to be the defendant Ronald Wynn leaving the apartment," the affidavit says.
