They said the witness told a male acquaintance about the activity in the store.
The second person approached the woman, hugging her and pretending to know her. The person whispered in the woman's ear and asked whether she needed help.
The woman, according to police, indicated that she did need assistance.
The man called police, describing the woman's car and the circumstances.
The man then tried to follow the car, which police said was moving fast as it headed east on Cardinal.
A police officer spotted the car as it headed toward Route 1.
The officer turned around to follow the speeding car, which did not stop or slow for traffic, police said.
The vehicle, described as a four-door Saturn, then went out of control and crashed at Neabsco Road and Indus Drive.
The site is about 15 miles south of the mall, off Interstate 95.
The statement issued last night by police did not indicate who was driving the car.
Police said their preliminary information indicated that the woman's abductors had forced her to use her ATM card in the PDQ Mart, and to make another purchase for them.
Police said late last night that the investigation is still in its preliminary stages.
