Wendy Yanette Villatoro, of the 6200 block of Eastern Avenue in Prince George's County, has been charged with second-degree murder and is being held at the county jail in Upper Marlboro. Police say a tip from the public led them to Villatoro.

Workers clearing brush discovered the infant Sunday afternoon in a plastic trash bag along a busy commercial corridor in the Takoma Park area, close to Villatoro's home.

The abandoned baby was the first in Prince George's since 2006. As in most states, parents in Maryland can give up babies at "safe havens," including hospitals, police and fire stations and, in some jurisdictions, churches.
