HAZMAT SCARE
Suspicious Letters Found at FDIC but Pose No Harm
Three suspicious letters were found yesterday afternoon at the downtown office of the Federal Deposit Insurance Corp., and authorities said they appear connected to others sent to financial institutions this week.
Police and fire crews responded about 4:30 p.m. to the FDIC office at 550 17th St. NW and closed nearby streets while they investigated the letters. The streets were reopened by 6 p.m. after tests indicated that the powder was not hazardous, officials said. The letters were postmarked from Amarillo, Tex., and appear to have the same properties as more than three dozen similar missives sent to branches of JPMorgan Chase and other financial institutions, an FBI spokeswoman said.

Officials Seek Teen Seen Playing With Rabid Raccoon
The D.C. Department of Health is trying to locate a teenage boy who was seen holding a rabid raccoon on or about Oct. 12. Police found the raccoon in an alley off the 700 block of Kennedy Street NW, officials said, and had the animal euthanized.
The teenager is being sought because a boy told police that he saw him playing with the raccoon earlier. The teen was described as Hispanic "with a gold-outlined tooth," according to the health department. Authorities urged anyone with information to call the District's 24-hour animal control hotline, 202-576-6664.
