Nowhere in the United States is the HIV/AIDS epidemic more severe than in the District. As the D.C. Department of Health reported in November 2007, new infections are reported in Washington at a rate nine times that of the United States as a whole; the city's AIDS mortality rate is nearly 10 times the national rate. Almost 70 percent of all D.C. cases in recent years have progressed from HIV infection to AIDS in less than 12 months after the initial diagnosis, compared with 39 percent nationally -- a statistic almost entirely attributable to late testing.
