D.C. Council members Jim Graham and Mary M. Cheh have introduced legislation aimed at protecting tenants in dangerous rental complexes. The Tenant Protections Act of 2008, which was co-sponsored by five other council members and written with the help of tenant advocates, is scheduled to be reintroduced at the start of the legislative session next month. The measure would:
· Make it easier for tenants to sue their landlords for shoddy conditions.
· Require the city to regularly inspect buildings for housing code violations.
· Force the city to more regularly repair buildings when owners refuse.
· Force landlords to pay for moving and temporary housing if unsafe conditions force tenants to relocate.
