Hey, Isn't That . . . ?

· Matt Dillon, lunching solo at Busboys and Poets yesterday -- black sweater, window seat, cappuccino, grilled chicken sandwich, fries. The actor was in D.C. to host a Refugees International fundraiser at the Kennedy Center along with Sarah Jessica Parker.

· Clinton Portis (plaid shirt, big diamond stud earrings), hanging at Chi-Cha Lounge on Friday night with two women and two men. The party enjoyed wine, vodka cocktails, Mexican food -- and smoked mango and apricot hookahs before dancing.
