Regarding the April 17 editorial "Dealing With a Disgrace":

Those CIA officers who were following orders to waterboard and the like will not be prosecuted so long as they were assured by those above them that their actions were legal. So be it.

The question the Obama administration has avoided to this point is whether those who gave these orders violated the law. Despite the oath he took upon taking office, President Obama has indicated no intention of looking into the ample evidence that President George W. Bush, Vice President Richard B. Cheney and their immediate associates may have violated the law.

Until such a criminal investigation is initiated, Mr. Obama's words in defense of human rights cannot be taken seriously.
