-- President Obama addresses the annual meeting of the National Academy of Sciences at 9 a.m. In the evening, he hosts a reception with foreign, finance and environmental ministers.
-- Roland W. Burris, above, may have begun his Senate career in controversy, but today the Illinois Democrat gets treated like any other senator when Vice President Biden joins him and Sen. Richard J. Durbin (D-Ill.) for a visit to the Serious Materials window factory in Chicago. Previously the home of Republic Windows and Doors, shuttered in December 2008, the plant will be touted as an example of stimulus funds putting Americans back to work. Chicago Mayor Richard M. Daley (D) will also attend.
In the late morning, Biden delivers the keynote address at the Richard J. Daley Urban Forum of the University of Illinois at Chicago.
-- Secretary of State Hillary Rodham Clinton addresses the Major Economies Forum on Energy and Climate at the State Department, a gathering set up by Obama to help generate political willpower in advance of the U.N. climate-change negotiations in December in Copenhagen.
-- The House Energy and Commerce Committee's subcommittee on commerce, trade and consumer protection gets into the nitty-gritty of our changing Cuba policies with a hearing on "The Status of U.S. Trade With Cuba and Its Impact on Economic Growth." The meeting will feature officials from the Commerce Department, the U.S. Chamber of Commerce, the U.S.-Cuba Trade Association and the Center for a Free Cuba.
-- At noon, the Department of Health and Human Services Office on Women's Health holds a congressional lunch briefing to mark the 10th anniversary of its Web site, WomensHealth.gov, and call center, and to celebrate advances in women's health.
-- The General Services Administration, the Canadian Commercial Corp., the Organization of American States, the National Institute of Governmental Purchasing, Florida Atlantic University and contract consulting firm W.G. Scorpion host the Public Procurement Conference of the Americas, which continues through Wednesday at the Capitol Hilton.
