President Obama today designated former D.C. police chief Isaac Fulwood Jr. as chair of the U.S. Parole Commission, which has responsibility for prisoners sentenced in federal and D.C. courts.
Fulwood was born in the District and, in nearly 29 years on the police force, rose through the ranks to the top position before retiring in 1992. Since 2004, he has been a member of the Parole Commission.
As chairman, he will lead a panel that decides whether to release eligible inmates from prison and setting conditions of supervision afterward. Most of the felons under the panel's jurisdiction are from the District; parole for federal inmates was ended in 1997 and is still being phased out.
