FCC To Introduce Net Neutrality Rules Monday

Julius Genachowski, chairman of the Federal Communications Commission, plans to announce new so-called net neutrality rules Monday that would prevent wireless companies from blocking Internet applications, according to a source at the agency.

An official confirmed that Genachowski, who crafted President Obama's technology plan on net neutrality and the expansion of broadband Internet networks, will discuss the rules Monday during a keynote speech at The Brookings Institute.

The official, who spoke on the condition of anonymity because details of the new regulations haven't been officially announced, said the rules would come in the form of an expanded list of guidelines for how network operators can manage traffic on their network.

One principal would clearly state that operators of networks -- including wireless firms -- cannot discriminate what services and applications run on the Web, the source said.
