-- President Obama, in a Rose Garden ceremony, bestows a Presidential Unit Citation upon veterans of Troop A, 1st Squadron of the 11th Armored Combat Regiment of the Army, for heroism in Vietnam. Later, he takes Air Force One to New York to help congressional candidate Bill Owens, attending a fundraiser for him and the Democratic National Committee in Manhattan.
-- Vice President Biden heads overseas for the rest of the workweek to Poland, Romania and the Czech Republic. He will mark the 20th anniversary of the fall of the Berlin Wall and seek to reaffirm America's partnership with Central Europe, particularly on security issues.
-- First lady Michelle Obama continues her tour of federal agencies, visiting the Department of Veterans Affairs in the late morning. VA Secretary Eric K. Shinseki also attends.
