Later, he takes Air Force One to New York to help congressional candidate Bill Owens, attending a fundraiser for him and the Democratic National Committee in Manhattan.
-- Vice President Biden heads overseas for the rest of the workweek to Poland, Romania and the Czech Republic. He will mark the 20th anniversary of the fall of the Berlin Wall and seek to reaffirm America's partnership with Central Europe, particularly on security issues.
