-- President Obama signs the Veterans Health Care Budget Reform and Transparency Act, authorizing Congress to approve part of the Department of Veterans Affairs' medical care budget a year in advance to prevent possible shortfalls.

-- Vice President Biden spends his day meeting with political figures in Bucharest, Romania, then departs in the evening for Prague.

-- The Review of U.S. Human Space Flight Plans Committee issues its final report at a 1 p.m. briefing with Chairman Norman Augustine, above.

-- The Senate Health, Education, Labor and Pensions Committee holds a 10 a.m. hearing, "Keeping America's Families Safe: Reforming the Food Safety System," with testimony from Food and Drug Administration Commissioner Margaret Hamburg, above, and food policy experts.

-- At a 10 a.m. hearing, its fourth on the subject, the House Oversight and Government Reform Committee asks how the private deal between Bank of America and Merrill Lynch turned into a federal bailout. Securities and Exchange Commission Chairman Mary Schapiro, Federal Deposit Insurance Corp. Chairman Sheila C. Bair and former SEC chairman Christopher Cox are to testify, as are bank representatives.
