Lt. governor wins congressional seat
California Lt. Gov. John Garamendi won election to Congress on Tuesday, keeping a Northern California congressional seat in Democratic hands.
Garamendi garnered 53 percent of the vote to defeat Republican lawyer David Harmer in the special election.
Garamendi served more than three decades as a state lawmaker and state insurance commissioner before he was elected lieutenant governor.
He said throughout the campaign that he will support the Obama administration in its effort to repair the economy and overhaul health care.

State official quits GOP Senate race
Utah Attorney General Mark Shurtleff dropped out of a U.S. Senate race Wednesday to spend more time with his 17-year-old daughter, who is experiencing severe mental health problems.
"It is absolutely, 100 percent based on my daughter and my family's needs," Shurtleff said in an interview. "Whether she survives depends on the next year, and so the Senate race had to give."
Shurtleff was one of several Republicans challenging Sen. Robert F. Bennett for the GOP nomination. He was considered Bennett's most serious challenger, although the incumbent has maintained a sizable fundraising lead.
