A 19-year-old Wheaton man was charged with first-degree murder in the stabbing death early Wednesday of a 34-year-old New Carrollton man, Montgomery County police said.
A woman found an unresponsive man lying in the 2500 block of Newton Street in the Wheaton area. Police determined that the man, later identified as Samuel D. Chacon of the 8300 block of Verona Drive in New Carrollton, had been killed.
Hours later, investigators charged Moises E. Rodriguez of the 12200 block of Judson Road. He was being held without bond at the county detention center.

THE DISTRICT
City to give away bags to seniors
The District will give away 122,000 reusable bags to seniors and low-income residents to educate the public about the city's new 5-cent bag fee.
Starting Jan. 1, businesses selling food and alcohol will charge 5 cents for disposable plastic or paper bags.
That money will go to the new Anacostia River Cleanup and Protection Fund, which will be used to remove trash.
