Better to ban than tax the bags

Regarding the March 17 editorial "Bag-tax anxiety":

If those who object to Maryland imposing a tax on plastic bags saw the mounds of trash I saw last week while biking to work along the Potomac River, which were washed ashore after the recent flooding, perhaps they would agree that plastic bags should just be banned instead, along with plastic bottles. An inconvenience? Certainly. But an inconvenient fact is that too many people have no regard for our shared environment and community, and we may need to be coerced through taxes into being responsible citizens.
