Highlights of the D.C. budget

The D.C. Council voted Wednesday to approve the city's $5.3 billion spending plan for fiscal 2011, approving changes to the proposal by Mayor Adrian M. Fenty (D).
The council:
-- Extended the city's 6 percent sales tax to sweetened drinks and also agreed to tax medical marijuana.
-- Rejected Fenty's proposal to use revenue from the 5 cent tax on shopping bags to pay for street sweeping so that revenue remains in the Anacostia River Cleanup Fund.
-- Reduced the Summer Youth Employment program so students can work no more than 25 hours per week.
-- Restored $250,000 to pay for statehood advocacy.
-- Rejected Fenty's proposal to raise parking meter rates.
-- Restored $1 million for interim disability assistance and $1 million for housing vouchers for the poor.
-- Rejected Fenty's proposal to cut adult job training by $2.5 million.
