Regarding the June 14 op-ed piece "Tibet's watershed challenge" by Uttam Kumar Sinha:

The author asked rhetorically whether China should "be the lone stakeholder" in Tibet's water. Clearly not. The lower riparian nations should address China's damming of Tibet's rivers, as advocated. Also needed is protection of Tibet's fragile ecology, which determines Tibet's hydrology. For this goal to be reached, the Tibetan people need the right to manage their own lives and resources.

Unfortunately, Beijing's obsessive fight against Tibetan independence leads it to view any Tibetan organizing as a threat. As long as Tibet's political status remains unresolved, problems on the high plateau will flow down to the entire region.
