Montgomery County shooting victim dies

A 27-year-old man who was shot last month on his way home from work in Montgomery County died Sept. 4, county police said.

Police said Friday that Julian Kelly, who lived on Castle Boulevard in the Briggs Chaney area of Silver Spring, was assaulted and shot after being approached by a group of people Aug. 21.

He was coming home from work at the county fairgrounds about 12:30 a.m. and was "minding his business," a sister, Kisha Kelly, said Saturday night.

After Julian Kelly exited a bus, words were exchanged with people who tried to take his backpack, she said.

"He's not going to allow anybody to take anything from him," she said. "That's not Julian."

A fight broke out between her brother and one of the people in the group. Others joined the fight, she said, and he was shot.

He was hit by five .22-caliber bullets, she said. One was removed, but others remained, and his condition deteriorated.

"[The shooting] was senseless," she said. "It was for nothing."

Police said they have made three arrests.

Police identified two of those arrested as Shamire Moore, 19, of the 5500 block of Karen Elaine Drive in New Carrollton and Charles Edward Baxter, 23, of the 3500 block of Gentry Ridge Court in the Briggs Chaney area. A 14-year-old has also been arrested, police said. Police said they are looking for a fourth suspect, Tyshon Lateek Jones, 18, whose last known address was in Martinsburg, W.Va. Police asked that anyone with information call 240-773-5070.

All of the suspects have been charged with murder and armed robbery, police said.
