Tysons' biggest developer plans to overhaul Westgate Office Park

The biggest developer in Tysons has made its first move.

Cityline Partners, the development group that controls Tysons Corner's largest portfolio of properties, submitted its initial plans to Fairfax County for zoning approval last week.

The application calls for a complete overhaul of the aging Westgate Office Park, near the intersection of Route 123 and the Dulles Toll Road, into a 21-building mixed-use neighborhood surrounding Scotts Run Stream Valley Park in McLean.

Cityline is managing the development plans for DLJ Real Estate Capital Partners, which purchased 110 acres of office buildings and land from local developer WestGroup last July. DLJ then sold seven of the office buildings and retained much of the WestGroup development staff -- renamed Cityline -- to develop the rest as a DLJ subsidiary.

Headed by Thomas Fleury, who has been developing property in Tysons since the 1970s, including 34 years with WestGroup, Cityline submitted plans for development for about 40 acres that straddle Route 123 and will connect to the Tysons East Metro station, which is under construction and scheduled to open as part of the first phase of Metro's Silver Line in 2013.

Under the plans, which the county must approve, Cityline's seven existing office buildings on the south side of 123 would be replaced by a new street grid surrounding the park and featuring eight new office buildings, seven residential towers, a hotel and 120,000 square feet of retail lining the ground floor of all of the buildings.

On the north side, Cityline's initial plans are to build three office buildings and two residential buildings that would be developed alongside 4.4 million square feet of new buildings that Capital One plans to erect on its 28-acre headquarters site next door. But if Cityline attracted a major federal agency to the site through the General Services Administration, it would build a campus to suit. "If you want to do GSA, you got to be big and you got to have one portal of entry and you have to be contiguous," Fleury said.

He said Cityline could have proposed millions more in total square footage but that he wanted a development that would preserve views and welcome people off of the Metro station into the greenery of Scotts Run. In all, Cityline has proposed 8.5 million square feet of development. "All the orientation of this plan is to the Scotts Run Stream Valley," Fleury said.

"It is going to be an absolutely vibrant, mixed-use neighborhood with the typical 24-hour life and walkable community," he added.

Cityline isn't done. The company is still formulating plans for another suburban office complex in its portfolio, Westpark Office Park, and Fleury said it expected to submit for zoning changes by March.
