Police identify man fatally shot during confrontation in Silver Spring

The man fatally shot Saturday by a Montgomery County police officer during a confrontation in downtown Silver Spring was identified Sunday as Emmanuel Okutuga, 26, of no fixed address.

Police said Okutuga was brandishing a sharp object and making threatening statements when confronted by officer Christopher Jordan outside City Place Mall on Colesville Road.

Jordan was called there about 5:15 p.m. to help security guards with someone who had assaulted a mall security official, police said.

Police said Jordan ordered the suspect several times to put down his weapon, but the man refused to comply. Jordan then fired twice and both shots hit the suspect, who died at the scene. Police said they recovered the suspect's weapon, an ice pick.

In accord with standard procedure, the officer is to remain on administrative leave while the matter is investigated. He has been an officer in the department for 41/2 years, police said.
