Morley E. Fox, 91, a Washington lobbyist for the Central Arizona Project, a public works project, died March 1 at the Residences at Thomas Circle, an assisted living facility in the District. He had Alzheimer's disease.

From 1964 until he retired in 1993, Mr. Fox worked for the Central Arizona Project, which piped water from the Colorado River to the Phoenix and Tucson areas. He also edited two newsletters that reported on the project, which aided in development.

Morley Evans Fox was born in Stamford, Conn., and was a 1947 graduate of the University of Arizona in Tucson with a degree in journalism. He served in the Army during World War II and the Korean War.

Earlier in his career, he was the Arizona state director for what is now known as the National Beer Wholesalers Association. He also edited the Arizona Cattle Growers' Association's magazine and ran his family's ranch near Flagstaff, Ariz. He moved to the Washington area in 1964.

He was a member of St. John's Episcopal Church in Washington, the National Press Club and the St. David's Society, a Welsh heritage organization.

He had no immediate survivors.
