Charles J. Goguen Jr., 87, a retired lawyer who worked for 30 years at the Government Accountability Office, died of pneumonia Feb. 22 at Inova Alexandria Hospital.

Mr. Goguen moved to the Washington area in the early 1950s and began working in the transportation division of the GAO, then called the General Accounting Office.

After graduating from what is now George Washington University's law school in 1954, Mr. Goguen joined the GAO's general counsel's office. He retired in 1980 as deputy assistant general counsel of the GAO.

Charles Joseph Goguen Jr. was born in Fitchburg, Mass.

After serving in the Army during World War II, Mr. Goguen graduated from Boston University in 1949 with a bachelor's degree in business management.

Mr. Goguen lived in Alexandria for more than 50 years. In retirement, he worked in the Alexandria Public Library system.

His wife of 16 years, Allene Huizenga Goguen, died in 1992.

Survivors include a sister.
