Make us all energy shareholders in Maryland

Regarding the March 13 Local Opinions letter, "Wind energy's costs and benefits":

I have a different perspective. I appreciate green technology but not how Maryland Gov. Martin O'Malley (D) plans to pay for it - through another surcharge on my electric bill.

I have an idea whose time has come: Give every ratepayer 10 shares of class A stock for, say, every dollar that Mr. O'Malley wants to invest in the company that develops the Atlantic Coast Wind Farm. This way, as investors, we have something to show for our risk. If the project goes bust, we lose like all the other investors. But if it's a winner, we have something to show for our investment other than higher utility rates.
