Tim Kaine's Final Legislative Session

Virginia Gov. Tim Kaine helped Democrats make significant electoral gains in the Commonwealth, was an early supporter of President Obama, and gained enough national attention to be named Democratic National Committee chairman, but closes his last assembly session without achieving his top campaign promise -- solving Virginia's transportation mess.
