Budget blues set to dominate Maryland General Assembly session

Lawmakers cheerfully opened the Maryland State Assembly session Wednesday in Annapolis, but the mood will get gloomier as they try to close a massive budget gap. Layoffs, tuition hikes and deep cuts to health care and social services may be required to offset the recession.
