Since fiscal year 2001, annual spending on contracts managed by the Department of Homeland Security or its precursor agencies more than doubled, to $5.8 billion from $2.5 billion . The bulk of those contracts has been awarded by the Transportation Security Administration, which supervises aviation programs, and the U.S. Coast Guard, which was folded into the Homeland Security Department two years ago.
