Draining New Orleans

Yesterday, about 47 percent of New Orleans was still underwater, and the Army Corps of Engineers was seeking to drain the rest of the city. Once a breach in the levee is repaired, the condition of the city's drainage pumps can be assessed and the system activated. Here is the course of action:
