Bureaucratic Maze

Federal and D.C. agencies spend $164 million a year on 61 programs intended to help residents get jobs, and private organizations spend millions more. Yet, in the past five years, the District's unemployment rate has climbed, despite a booming city economy. Job seekers face a confusing bureaucracy of overlapping programs, and the agency tasked to help them navigate that world often fails to provide such aid.
