Surplus of Cash for Ballpark?
The D.C. Council set a $611 million cap on city spending for a baseball stadium. But Mayor Anthony A. Williams says another $20 million could be available to cover cost overruns because the city is expected to collect more tax money than necessary to pay off bonds for the stadium.
