At the federal prison in Colorado where Zacarias Moussaoui is likely to serve out his life sentence, inmates are kept in their cells 23 hours a day in the first year. Later, some inmates are slowly allowed to leave their cells more frequently and begin socializing with other inmates if they maintain good behavior.
