The Iraq Study Group Report

The Iraq Study Group recommended that the United States should begin a diplomatic offensive to enlist support from Iraq's neighbors, including Iran and Syria, to help stabilize Iraq. It also recommended setting a goal of withdrawing most U.S. combat troops by 2008 and linking U.S. support to specific milestones in the country's governance.
