Democrats have promised to rein in deficit spending when they take control of Congress in next week. But the vast majority of the nation¿s annual budget is locked up in mandatory expenditures for Social Security, health care and interest payments on the national debt. Barely a third of the budget is available for discretionary programs - and about half of that is devoted to an increasingly expensive military.
