In July, General Services Administrator Lurita Alexis Doan personally signed paperwork to hire companies operated by her friend, Edie Fraser, president and chief executive of Public Affairs Group Inc. Contracting officials at the GSA terminated the arrangement after agency lawyers pointed out possible legal violations.
