Public Decisions, Private Gain

Builders, developers, landowners and real estate lawyers worked closely with a handful of Loudoun County officials to influence development decisions. The benefits - real estate commissions, legal fees and profits on home-building projects - went to developers and others who were instrumental in getting the officials elected.
