Cash for Cows

In 2002 and 2003, the federal government paid ranchers and dairy farmers $1.2 billion to compensate for higher feed costs in counties designated as federal disasters. About half of that money, however, went to producers in counties that experienced moderate or no drought, according to an analysis by The Washington Post of federal payment records and historical drought maps.
