Vice President Cheney and his allies, according to more than two dozen present and former officials, pioneered a distinction between forbidden "torture" and permitted use of "cruel, inhuman or degrading" methods of interrogation. The approved methods and others that went too far created a scandal when abuse by U.S. soldiers at Abu Ghraib prison in Iraq was revealed in 2004.
